Born in Osaka, Matsutani graduated from Osaka City Kogei (arts/design) College in 1957. From 1960 to 1970 he studied with Yoshihara Jiro and participated with the Gutai group, becoming a full member of the Gutai group in 1963. In 1966, Matsutani was awarded by the Mainichi Concours a grant to go abroad to study, so he went to France. Thereafter, he lived in Paris. He participated in the Spanish Internation print exhibition in 1969, then in 1973 took part in an worldwide print concours, in 1974 a print biennial in Krakow, and in 1984 won an award at the international print exhibition in Antwerp. He continued participating in the Gutai group, taking part in an exhibition with Gutai in 1976 and in 1986.
